Loto-Quebec have announced that they are to launch a fully regulated and authorised online gambling platform. The move sees the government run agency move into the online environment in what is likely to be the first step towards the regulation of it’s gaming market.
Established in 1969, Loto-Quebec is best know for running the States lottery systems but has a history of moving with the times that has seen it diversify into land based casinos. The Quebec gambling market is significant, with revenue back in 2005 totalling at over $4 billion, which at the time was equivalent to $500 per person.
The current online gambling market in Quebec is unregulated, with residents openly able to access close to 2000 legitimate and not so legitimate gaming sites.
The move into the online environment has been overseen by the government funded ‘Online Gaming Monitoring Committee’ which is chaired by Professor Louise Nadeau of the University of Montreal. In an attempt to provide Quebec residents with a stable and secure gambling environment, the Monitoring Committee has agreed to give the green light to the establishment of a gambling site managed by Loto-Quebec.
However, Loto-Quebec have had to look externally for the software and infrastructure. GTECH G2 will be providing the gambling platform which will host the usual array of table games, poker and online pokies. In addition to this Orbis will be providing the customer account software management system.
Commenting on the news, Alain Cousineau, Loto-Quebec’s CEO was keen to express the benefit that Quebec residents would be able to play “within a controlled circuit and in a secure environment whose integrity will be beyond question.”
